Capital AI

Fast reasearch, esp. when in contact with other instances; does not found cities.

This versions contains:

Fixes w.r.t. newer game version(s)
- Diplomacy fixed.
No offering of removed cease fire treaty;
-> Capital AI instances can cooperate again
Capital AI will not contact opponents that refused contact, until contacted again by that opponent
(Attitude (used earlier) is removed from the game afaik.)
